RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #26-692-24 with Applied Remedial Services, Inc., a corporation, in an amount not to exceed $2,833,514, to provide removal and disposal of hazardous waste materials, in addition to audit reporting and annual in-service staff education services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period January 1, 2024 through December 31, 2026.
FISCAL IMPACT:
Approval of this contract will result in budgeted expenditures of up to $2,833,514 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I revenues. (Rate increase)
BACKGROUND:
CCRMC has been contracting with Applied Remedial Services, Inc., since April 2011 to provide removal and disposal of hazardous waste at CCRMC and all the Health Centers to comply with State and Federal Regulations. CCRMC and Contra Costa Health Centers are monitored on a quarterly basis to ensure hazardous waste is being disposed properly. The contractor has its own laboratory in which the chemist inspects and prepares profile reports and documents for disposal facilities, as well as waste research with disposal facility. This contractor inventories hazardous waste sorts and packages chemical waste and cleans up spilled material. In addition, this contractor delivers supplies and packages chemical waste from the morgue, pharmacies, public health laboratory, pathology and the hazardous waste shed. This contractor was approved by the Public Works Department’s Purchasing Division on November 7, 2023.
On November 29, 2022, the Board of Supervisors approved Contract #26-692-23 with Applied Remedial Services, Inc., in an amount not to exceed $815,252, to provide removal and disposal of hazardous waste materials at CCRMC and Contra Costa Health Centers, for the period January 1, 2023 through December 31, 2023.
Approval of Contract #26-692-24 will allow the contractor to continue to provide removal and disposal of hazardous waste materials through December 31, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, CCRMC will not have access to contractor’s services, and will not be compliant with mandatory State and Federal Regulations.
