Report Title:                     Approving & Authorizing to fully close a portion of Reliez Valley Road, and Withers Avenue, on September 1, 2024, through December 31, 2024, from 7:00 a.m. through 5:00 p.m., Lafayette, area.

RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Reliez Valley Road between Grayson Road and Withers Avenue, and Withers Avenue between Reliez Valley Road and Jordan Place, on September 1, 2024, through December 31, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of installing new water pipelines, Lafayette area. (District II)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

East Bay Municipal Utility District (EBMUD) shall follow guidelines set forth by the Public Works Department. EBMUD has requested a road closure for traffic safety and to facilitate their infrastructure renewal project (Silverhill Cluster Pipeline Replacement). They will be installing approximately 3,235' water main, and connections. They will be only closing one road at a time during working hours. All roads will be reopened to traffic during non-construction hours.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road for planned activities.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close a portion of Reliez Valley Road between Grayson Road and Withers Avenue, and Withers Avenue between Reliez Valley Road and Jordan Place, on September 1, 2024, through December 31, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of installing new water pipelines, Lafayette area. (District II)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to East Bay Municipal Utility District to fully close a portion of Reliez Valley Road between Grayson Road and Withers Avenue, and Withers Avenue between Reliez Valley Road and Jordan Place, except for emergency traffic, local residents, US Postal Service and garbage trucks, on September 1, 2024, through December 31, 2024, for the period of  7:00 a.m. through 5:00 p.m., subject to the following conditions:

1.                     Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

 

2.                     All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3.                     East Bay Municipal Utility District shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4.                     Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5.                     Obtain approval for the closure from the Sheriff’s Department, the California Highway Patrol and the Fire District.
