Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to accept Grant Agreement #78-118 with the California Board of State and Community Corrections (BSCC), to pay the County an amount not to exceed $3,986,779, for the Building Sustainable, Youth Driven Cannabis Prevention initiative in Contra Costa County for the period from July 1, 2026 through December 31, 2031.

 

FISCAL IMPACT:

Approval of this Grant Agreement will result in payment to the county up to $3,986,779 in funding from the BSCC.  No County match is required. 

 

BACKGROUND:

Contra Costa Health (CCH)’s Tobacco Prevention Program (TPP) in collaboration with the Contra Costa County Office of Education (CCCOE)’s Tobacco Use Prevention Education (TUPE) program will utilize Proposition 64 youth prevention funding to implement and expand the County’s Cannabis Awareness and Prevention Program (CAPP) to include the Building Sustainable, Youth Driven Cannabis Prevention initiative. Proposition 64, which legalized adult cannabis use and established the Cannabis Tax Fund to support youth education, prevention, and early intervention, enables CAPP to continue through 2031 and extend its reach to additional school sites across the County. Through this funding, CAPP will deliver evidence based curriculum, alternatives to suspension, peer led education, and community-based youth leadership opportunities across ten school districts, 68 schools, thereby supporting more than 20,000 middle, high, and nontraditional school students.

 

CCH and CCCOE have secured resources to implement an upstream, youth development approach to cannabis use prevention and community engagement. This effort supports selected districts in providing CAPP programming, including school based instruction, peer led prevention education, and community focused youth leadership opportunities. The initiative establishes a public health centered framework that addresses the impact of cannabis legalization on youth while centering communities most affected by environmental inequities and the war on drugs.

 

Through CAPP, youth will learn about the harms associated with underage cannabis use and develop skills and confidence to refuse use and delay initiation. The project provides supportive interventions that promote healthy norms and long term well being. CAPP remains a high priority across middle, high, and nontraditional schools, and this funding ensures continuation through 2031 while expanding program reach and strengthening TPP’s youth leadership program. The initiative delivers coordinated cannabis prevention and early intervention strategies across ten school districts and sixty eight schools, serving at least 20,000 students and building sustainable, school based prevention systems.

 

Approval of Grant Agreement #78-118 will allow County to receive funding from BSCC for County’s Cannabis Awareness and Prevention Program through December 31, 2031. This Agreement is late due to County not receiving the agreement from BSCC until August 18, 2026.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Grant Agreement is not approved, the County will not receive funding to support the Building Sustainable, Youth Driven Cannabis Prevention initiative in Contra Costa County.
