Report Title:                      Payment for Supplies Provided by Teleflex LLC

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Auditor-Controller, or designee, to pay an amount not to exceed $16,567 to Teleflex LLC for providing essential medical-surgical supplies to Contra Costa Regional Medical Center (CCRMC) during the period of April 1, 2026 through June 30, 2026.

FISCAL IMPACT:

Approval of this action will result in a one-time payment of to $16,567 and will be funded by Hospital Enterprise Fund I revenues.

BACKGROUND:

Teleflex LLC supplies essential medical‑surgical products required by CCRMC. Delays were encountered processing payment due to administrative oversight resulting in purchases made between April 1, 2026 through June 30, 2026 not being covered on a purchase order. The total amount of outstanding invoices for this period is $16,567. To ensure continuity of essential medical-surgical supply delivery for CCRMC, retroactive payment is required to process these outstanding invoices.

Teleflex has continued to provide essential medical-surgical supplies at the County's request in good faith beyond the expiration of the original purchase order. As a result, staff have determined that the vendor is entitled to payment for the reasonable value of the products and services under the equitable relief theory of quantum meruit. The theory provides that where a vendor has been asked to provide products or services without a valid contract, and the vendor does so to the benefit of the County, the vendor is entitled to recover the reasonable value of the products and services. As such, the Department recommends that the Board authorize the Auditor-Controller to issue a one-time payment to Teleflex Inc. in an amount not to exceed $16,567.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, Teleflex LLC will not receive payment and could potentially result in disruption of essential medical‑surgical supplies procured by County staff.
