Report Title: Contract with RDA Consulting

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with RDA Consulting in an amount not to exceed $344,605 to provide technical assistance, project management and coordination, and planning for various projects and funding streams within the Probation Department for the period of July 1, 2024 through June 30, 2025. (100% State)
FISCAL IMPACT:
This contract will be 100% funded by Probation’s state entitlement dollars.
BACKGROUND:
Under this contract, RDA Consulting will provide technical assistance and support to the following areas in the Probation Department: (1) the Juvenile Justice Coordinating Council (JJCC) (2) the JJCC subcommittee; (3) the FY2024-25 JJCPA-YOBG Consolidated Annual Plan and update it for FY2025-26; (4) the Office of Reentry and Justice (ORJ) Department; (5) Continuous Quality Improvement (CQI); (6) California Advancing and Innovating Medi-Cal (CalAIM); (7) Transitional Aged Youth (TAY) Network; and (8) Project Management & Communication.
In 2018, the Probation Department first contracted with RDA Consulting to lead the development of its Juvenile Probation Consolidated Annual Plan -a cohesive, targeted plan based on two different funding streams, the Juvenile Justice Crime Prevention Act (JJCPA) and the Youthful Offender Block Grant (YOBG), each with their own priorities and requirements. The goal of the consolidated plan is to improve services for youth who are involved in or at risk of involvement in the juvenile justice system. RDA will continue to assist the Probation Department with updating our JJCPA-YOBG Consolidated Annual Plan, providing project management and communication, data planning, and engaging non-governmental organizations in a capacity building process. The Probation Department would like to continue contracting with RDA Consulting, as well as add other areas in need of assistance.
CONSEQUENCE OF NEGATIVE ACTION:
If unapproved, the Probation Department will not have the necessary support to successfully lead the areas listed above.
