RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County a Quote with Philips Healthcare, a division of Philips North America LLC, a limited liability company, effective July 1, 2024, to increase the payment limit by $20,354, from $172,646 to a new total payment limit of $193,000, and to extend the termination date from July 25, 2027 to April 15, 2028 for additional software implementation services for the Contra Costa Regional Medical Center’s (CCRMC) echocardiogram management system.

 

FISCAL IMPACT:

Approval of this contract will result in contractual service expenditures of up to $20,354 and will be funded as budgeted by the department in FY 2024-28, by 100% by Hospital Enterprise Fund I. 

 

BACKGROUND:

This contract meets the needs of County's population by providing an echocardiogram (ECG) management system for CCRMC’s cardiology unit. The version previously installed at CCRMC reached its End of Life, requiring replacement to allow CCRMC to continue providing ECG to its patients. CCRMC utilized the Philips TraceMasterVue standard edition application software, with OrderVue, including a historical database of approximately 250,000 ECGs configured to support a single location. Under this contract, Philips' will provide additional services concerning the implementation of its Intellispace ECG (IECG) Management system, allowing ECGs to easily be retrieved and accessed from other point-of-care applications for review, comparison, and printing. A summary of service contract deliverables, including measurable outcomes required of the vendor to be monitored by the department in compliance with Section III(B)(7) of the Purchasing Policy include completion of the implementation services. This contract was approved by Health Services Personnel to ensure consistency with procedures established by the Labor Relations Division of the County Administrator’s Office.

 

On July 26, 2022, the Board of Supervisors approved Contract #23-512-4 with Philips Healthcare, a division of Philips North America LLC, in an amount not to exceed $172,646, for the provision of software, services and maintenance and support to CCRMC’s cardiology unit, for the implementation its IECG management system, of  for the period July 26, 2022 through July 25, 2027.

 

Approval of Contract #23-512-5 will allow the parties to execute Quote #2301402564 ($14,250) for additional IECG implementation services and add $6,104 (for a total increase of $20,354) to cover tax on invoice(s) paid under the prior action and will allow the contractor to continue to provide services through April 15, 2028.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, CCRMC’s cardiology unit will not have a functioning ECG system. An ECG system allows the ability to scan for irregularities in heart structure. Without this system, CCRMC will be unable to provide treatment to its patients, resulting in potential errors, and misdiagnosis, which could adversely affect patient care.
