RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-655-2 with H&C Finishers, a sole proprietorship, in an amount not to exceed $350,000, to provide furniture upholstery and repair services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers for the period March 1, 2026 through February 28, 2029.
FISCAL IMPACT:
Approval of this Contract will result in annual budgeted expenditures of up to $350,000 over a three-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
The purpose of this Contract is to provide reupholstery services for CCRMC and Contra Costa Health Centers furniture using healthcare-grade materials that meet safety, durability, and infection control requirements to ensure the timely reupholstery and maintenance. The Contractor shall work in coordination with Environmental Services (EVS), hospital leadership, nursing units, and clinic coordinators. EVS will conduct analysis at CCRMC and Contra Costa Health Centers to identify furniture reupholstery needs, prioritize work, and communicate service requests to the Contractor.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000 This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Following a Request for Proposal (RFP), this Contract was awarded to H&C Finishers by Public Works Department on January 13, 2026.
Approval of new Contract #76-655-2 will allow the Contractor to provide furniture upholstery and repair services at CCRMC and Contra Costa Health Centers through February 28, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, CCRMC and Contra Costa Health Centers will not have access to Contractor’s furniture upholstery and repair services, needed to meet safety, durability, and infection control requirements.
