RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #76-753-2 with DiaSorin Inc., a corporation, effective June 25, 2024, to amend Contract #76-753 (as amended by Contract Amendment Agreement #76-753-1), to increase to the payment limit by $35,271, from $516,950 to a new payment limit of $552,221, to add reagents (Liaison VZV igG) for the Clinical Laboratory at the Contra Costa Regional Medical Center (CCRMC) and Health Centers with no change in the term of  June 1, 2021 through May 31, 2026.

 

FISCAL IMPACT:

Approval of this Amendment will result in additional annual expenditures of up to $35,271 and will be funded as budgeted by the department in FYs 2024-26, by 100% Hospital Enterprise Fund I.

 

BACKGROUND:

This contract meets the medical needs of the County’s population by enhancing systems to improve efficiency in CCRMC's immunoassay laboratories. The CCRMC Clinical Laboratory uses DiaSorin Inc. for reagents and supplies for patient specimen testing specific to the analyzer used for testing. Among the tests conducted are those for measles, mumps, rubella, and many others. DiaSorin Inc. provides all the supplies needed for such testing. These tests are crucial for patients who suffer from various illnesses. The Liaison XL Analyzer is a fully automated chemiluminescence analyzer that performs complete sample processing and runs antigen-antibody assays. Under this amendment, the parties will add a Liaison VZV IgG to the Product Supply Agreement needed by the laboratory to complete its Beaker project. Service deliverables under this agreement include phone support, preventive maintenance, and repair services. This amendment was approved by Health Services Personnel consistent with procedures established by the Labor Relations Division of the County Administrator’s Office.

 

On July 27, 2021, the Board of Supervisors approved Contract #76-753 with DiaSorin Inc., in an amount not to exceed $495,000, for the purchase and services for a Liaison XL Analyzer utilized by the Clinical Laboratory at CCRMC for specimen testing and reagents, for the period from June 1, 2021, through May 31, 2026.

 

On April 9, 2024, the Board of Supervisors approved Contract Amendment Agreement #76-753-1 with DiaSorin Inc., effective March 15, 2024, to increase the payment limit by $21,950 to a new payment limit of $516,950 to add a Liaison XL LAS (kit) to the Product Supply Agreement for the Clinical Laboratory at the Contra Costa Regional Medical Center and Health Centers with no change in the term.

Approval of Contract Amendment Agreement #76-753-2 will allow the contractor to provide additional reagents through May 31, 2026.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, CCRMC Clinical Laboratory will be unable to complete its Beaker project and purchase the kit needed to run the Liaison XL Analyzer used for sample processing, negatively affecting the performance of the specific patient testing that utilizes this equipment and supplies, thus negatively impacting patient health and safety.
