Report Title:                     Contract Amendment with Guidehouse

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract amendment with Guidehouse, Inc., changing the scope of work to allow for additional required Workday optimization support services to the Health Services Department and to increase the total payment limit by $167,384 from $776,000 to a new total amount not to exceed $943,384, with no change to the term through March 16, 2029.

 

FISCAL IMPACT:

 

Expenditures will be funded by 100% Hospital Enterprise Fund I.

 

BACKGROUND:

 

In April 2023, Contra Costa County successfully launched its Workday Financial Management System, replacing the County’s 40-year-old legacy financial system. Since implementation, the County has relied on post-production support to maintain system stability, address production issues, and support continuous improvement.

 

In 2025, the Department of Information Technology conducted a competitive Request for Proposals for managed Workday post-production services, resulting in the award of Contract #50718 to Guidehouse, Inc. The agreement includes a limitation of liability capping Guidehouse’s liability at five million dollars.

 

As Workday usage expands across County departments, the need has arisen for a contract structure that allows multiple departments, including Health Services Department, to add scopes of work under a shared master agreement.

 

Approval of the amendment will allow the Contractor to provide additional services including Workday optimization support for the Health Services Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this amendment is not approved, the County will be unable to add separate departmental scopes of work under the master Guidehouse agreement. Contra Costa Health will not be able to initiate its Workday optimization work, and department-specific production support, reporting improvements, and configuration updates could be delayed.
