From: Dr. Grant Colfax, Health Services Director
Report Title: Rescind Prior Board Action Pertaining to Contracted Services with Securitas Healthcare LLC
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
RESCIND Board action of September 15, 2026 (C.61), which pertained to a contract with Securitas Healthcare LLC; and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract Amendment #76-842-2 with Securitas Healthcare LLC, a limited liability company, effective August 1, 2026, to amend Contract #76-842-1, to increase the payment limit by $3,795, from $731,605 to an amount not to exceed $735,400, for additional services needed to upgrade the Infant Protection Security Systems at Contra Costa Regional Medical Center (CCRMC) with no change in the term ending June 30, 2027.
FISCAL IMPACT:
Approval of this action will result in additional expenditures of up to $3,795 and will remain funded 100% by Hospital Enterprise I funds revenues. (No rate increase)
BACKGROUND:
This Contract meets the needs of the County by providing an infant protection detection system for CCRMC. CCRMC has used Securitas’ HUGS in its perinatal unit for more than years. HUGS is an industry standard for protecting infants from being removed from a perinatal unit without authorization. Securitas is the sole proprietor of the system and provides support and services for the existing system.
This Contract is entered into under and subject to legal authorities, California Government Code § 31000. CCRMC’s Quality Management, Utilization Management, and Contract Monitor Staff meet regularly to ensure monitoring and performance measures in the contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Department as a sole source provider of the Infant Protection Security System on September 27, 2023.
On June 10, 2025, the Board of Supervisors approved Contract #76-842-1 with Securitas Healthcare LLC, in an amount not to exceed $731,605, for the provision of services to upgrade the Infant Protection Security System at Contra Costa Regional Medical Center, for the period June 10, 2025 through June 30, 2027.
On September 15, 2026 (C.61) the Board of Supervisors approved Contract Amendment #76-842-2 with Securitas Healthcare LLC, effective August 1, 2026, to increase the payment limit by $9,040 to an amount not to exceed $740,645, for additional upgrades to the Infant Protection Security Systems at CCRMC with no change in the term ending June 30, 2027, however, the payment limit on the Board Order was incorrect.
This Board Order will rescind the prior Board action and allow the Department to correct the increase in the Contract payment limit by $3,795 to an amount not to exceed $735,400 for additional services needed to upgrade the Infant Protection Security Systems at CCRMC. The Department is requesting a retroactive effective date for this Contract due to delays caused by ongoing negotiations between the parties.
CONSEQUENCE OF NEGATIVE ACTION:
If the recommendation is not approved, the prior incorrect Board action will stand and the Contract payment limit will not match the contract payment limit or reflect the intent of the parties.
