RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #74-651-2 with Bay Area Alliance for Youth and Family Services, a non-profit corporation, in an amount not to exceed $313,000, to provide Medi-Cal specialty mental health services for the period July 1, 2023 through June 30 2024.

 

FISCAL IMPACT:

Approval of this contract will result in budgeted annual expenditures of up to $313,000 and will be funded 100% by Federal Early and Periodic Screening, Diagnostic and Treatment (EPSDT).

 

BACKGROUND:

This contract meets the social needs of county’s population by providing mental health services to youth with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placement. Bay Area Alliance for Youth and Family Services have been providing mental health services to the county since July 2022.

This contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld.  This contractor is one of two providers in the County certified by both Community Care Licensing and Medi-Cal to provide services in Contra Costa County and County is contracted with both providers.  This contractor was approved by the Public Works Department’s Purchasing Division on October 11, 2023.

On July 26, 2022, the Board of Supervisors approved Contract #74-651 with Bay Area Alliance for Youth and Family Services, in an amount not to exceed $200,000, for the provision of Short Term Residential Therapeutic Program (STRTP) for Medi-Cal eligible youth for the period from July 1, 2022 through June 30, 2023, which included a six-month automatic extension through December 31, 2023, in an amount not to exceed $100,000.

On November 8, 2022, the Board of Supervisors approved Contract Amendment #74-651-1 with Bay Area Alliance for Youth Family Services, Inc. to include Intensive Coordinated Care-Child Family Teams (ICC-CFT) rates and increase existing rates to continue to provide a Short Term Residential Therapeutic Program (STRIP) for Medi-Cal eligible youth, with no change in the original payment limit or terms.

Approval of Novation Contract #74-651-2 will allow this contractor to provide Medi-Cal specialty mental health services through June 30, 2024.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, youth in East County will have reduced access to Medi-Cal specialty mental health services.
