RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County (1) a Software as a Service Agreement and (2) Order Transaction Document with Merative US L.P., a limited partnership, in an amount not to exceed $80,220, for a hosted drug-disease database for Contra Costa Regional Medical Center (CCRMC) for the period from December 31, 2023 through December 30, 2026.
FISCAL IMPACT:
This contract will result in contractual service expenditures of up to $80,220 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I.
BACKGROUND:
CCRMC utilizes the Micromedex platform to assist clinicians and pharmacists with drug utilization and associated costs through advanced analytics applications. The license to this Software as a Service (SaaS) provides CCRMC access to Merative's Micromedex gateway of products with several offerings, including those that extract drug information, monitor the drug-disease interaction, and provide clinical information through the SaaS. Merative's Micromedex Clinical Knowledge Suite is a single solution resource for powerful clinical decision support that offers comprehensive evidence-based resources at the point of care for medication management, toxicology, and disease and condition management. Point-of-care references and embedded drug data solutions are trusted to help elevate quality, reduce costs, and improve patient outcomes. Per Administrative Bulletin 600.3, this contractor has been approved by the Public Works Department's Purchasing Division on April 10, 2024. CCRMC’s Quality Management, Utilization Management, and Contract Monitor Staff meet regularly to ensure monitoring and performance measure compliance regarding the availability of the SaaS and service level agreement noted in a transaction document. Per County Administrative Bulletin 600.3, CCRMC is transferring the documentation of services from the purchase order to this contract (PO#026877). CCRMC Inpatient Pharmacy is requesting retroactive approval for this renewal due to delays caused by contract negotiations between the parties.
Approval of this Software as a Service Agreement allows Merative US L.P. to provide services through December 30, 2026. This agreement limits the direct damages the County can recover from Merative to the amount paid by the County in the twelve (12) months preceding any claim.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the services to be provided under this renewal will be limited in their availability and clinical information necessary to enable coordination of care will severely jeopardize patient care.
