BACKGROUND:

On November 5, 2024, the County Board of Supervisors adopted the Contra Costa County 2045 General Plan and Updated 2024 Contra Costa County Climate Action and Adaptation Plan (CAAP). The CAAP establishes greenhouse gas (GHG) reduction goals to be 40% below 1990 levels by 2030, and to achieve net carbon neutrality by 2045, consistent with the State’s goals.

CAAP Strategy BE-2, Clean and Efficient Built Environment, includes an implementation action calling for the County to create a detailed roadmap to convert existing homes and businesses to use low-carbon or carbon-free appliances. It also states that the roadmap shall prioritize equity to minimize the risk of displacement or significant disruptions to existing tenants.

On November 4, 2025, the Board of Supervisors approved the Contra Costa County Clean Energy Roadmap for existing buildings (Roadmap).  To implement the recommendations and next steps detailed in the Roadmap, the Roadmap calls for an Implementation Action Plan to be developed and examined on an annual basis and incorporate feedback from both the Sustainability Commission and Sustainability Committee when any adjustments to the Implementation Plan are considered.

On August 24, 2026, the Sustainability Commission received a report and provided feedback on the Draft Implementation Plan for the Clean Energy Roadmap for existing buildings.  Feedback from the Commission was incorporated into the Implementation Plan and presented to the County’s Sustainability Committee at their meeting on September 14, 2026, where the Committee recommended the Board of Supervisors approve the Implementation Plan for the Contra Costa County Clean Energy Roadmap for existing buildings.

Implementation Plan

The Implementation Plan includes a brief summary of the Roadmap contents, including the elements needed in the Implementation Plan as well as a list of actions outlined to be taken to implement the recommendations and next steps specified in the Roadmap.  Each implementation action lists the project lead and potential partners for each action, a timeframe for its completion, funding source allocated, and metrics with progress updates.  The intent of each action in the Implementation Plan is to support both regional and State initiatives to convert existing buildings to be all-electric. Implementation actions are promotional and educational, not regulatory. Updates on the progress of each action item in the plan will be made routinely, as needed.  However, any new actions proposed for the Implementation Plan will require approval from the Board of Supervisors.

As part of the Implementation Plan, the Roadmap directs staff to develop a webpage to serve as the County’s public-facing hub for providing Roadmap documents, implementation updates, and resources. The webpage will be updated periodically as staff continue to implement the Roadmap.

CONSEQUENCE OF NEGATIVE ACTION:

The County’s Clean Energy Roadmap for Existing Buildings, a key action included in CAAP Strategy BE-2, would not be implemented and the County would likely fail to achieve its GHG emission reduction targets established in its updated 2024 CAAP.
