Report Title: Reclassify two (2) Reprographics Technician II positions to Duplicating Machine Operator II, and abolish classifications of Reprographics Technician I and II, in the Public Works Department.

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26438 to reclassify two (2) Reprographics Technician II (9XVD) (represented) positions (#1960 & #10500) and their incumbents at salary plan and grade TB5 1086 ($4,597-$5,587) to Duplicating Machine Operator II (9XTD) (represented) at salary plan and grade TB5 1166 ($4.976 - $6.048), and abolish the classifications of Reprographics Technician I (9XWE) (represented) at salary plan and grade TB5 0701 ($3,140-$3,816) and Reprographics Technician II (9XVD) (represented) at salary plan and grade TB5 1086 ($4,597-$5,587), in the Public Works Department.
FISCAL IMPACT:
This action will result in an increased annual cost of $13,200, of which $2,135 is retirement cost. Increase in cost will be funded by Department charge outs.
BACKGROUND:
The primary job function of incumbents in the Reprographics Technician job classification series is to set up, operate and maintain offset printing press equipment (analog technology). As technology has advanced, print shop operations have evolved to the use of digital, high-speed duplicating machines to perform the same type of work. Use of digital equipment has increased the speed of production and efficiency. Furthermore, the quality of the end product(s) has also significantly increased.
The Department will continue to utilize offset printing press machinery, though it will be used at a significantly lower frequency. Because of the evolution of technology, the Department intends to further develop the skillsets of the existing staff, such that they are proficient in operating both types of equipment. Additionally, because the use of the digital, high-speed duplicating machines will become the primary method of production, it is logical to reclass the incumbent Reprographics Technicians into the Duplicating Machine Operator job series; as their primary function is to operate the digital, high speed duplicating machines. Human Resources supports this approach and did not perform a study.
CONSEQUENCE OF NEGATIVE ACTION:
If this action were not approved, the Department would be limited in the ability to appropriately assign higher level work to the incumbent staff.
