RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with HID Global Corporation, in an amount not to exceed $90,000 for a multi-factor authentication software, for the period July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Approval of this request will result in up to $90,000 in contractual service expenditures and will be funded 100% by the General Fund.
BACKGROUND:
The Office of the Sheriff must implement an MFA (Multi-Factor Authentication) solution per the DOJ (Department of Justice) to meet CJIS (Criminal Justice Information Systems) compliance. The Office of the Sheriff currently uses Imprivata for MFA, but since it is tailored to the medical industry and is designed for worker mobility, it does not offer the capabilities needed to meet the MFA requirements for CJIS. The software will be used department wide in the Sheriff’s Office and will include all workstations, remote laptops and patrol car computers.
The HID DigitalPersona solution was selected due to its focus on law enforcement agencies and the features required to meet CJIS requirements. HID DigitalPersona is an industry-leading MFA solution that provides passwordless desktop authentication that is easy to deploy, adopt, and manage, enabling rapid and secure log-in to Windows, networks, and applications via biometrics, mobile devices, physical access badges, smart cards, and security keys. Combining security and usability, HID DigitalPersona employs one of the widest arrays of authentication methods and form factors in the industry, enabling a Zero Trust security approach that evolves with security standards, technologies and industry regulations.
The Terms and Conditions and End User License Agreement includes County indemnity and a limitation of liability, and payments for this contract are to be made payable to CSSA’s third party seller, Paragon Micro.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Office of the Sheriff will lose access to DOJ systems and information. The Office of the Sheriff is currently operating under a provisional agreement until this system is implemented. Failure to implement would affect multiple entities within the county, including other police departments and first responders.
