RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #24-308-57 with Early Childhood Mental Health Program, a non-profit corporation, effective May 1, 2024, to amend Contract #24-308-56 for additional cost survey and attestation services required for California Advancing and Innovating Medi-Cal (CalAIM) implementation, with no change in the original payment limit of $3,944,625, and no change in the original term of July 1, 2023 through June 30, 2024.

 

FISCAL IMPACT:

Approval of this amendment will result in no change to the original budgeted expenditures of up to $3,944,625 and is funded by 76% by Early and Periodic Screening, Diagnostic and Treatment (EPSDT) and 24% by Mental Health Services Act revenues. (No rate increase)

 

BACKGROUND:

This contract meets the social needs of the county’s population by providing school and community based mental health services, including: assessments, individual, group and family therapy; medication support, case management, outreach, and crisis intervention services, to an underserved population and will result in greater home, community, and school success. This contractor has been providing mental health services to the county since July 1, 1983.

 

On June 27, 2023, the Board of Supervisors approved Contract #24-308-56 with Early Childhood Mental Health Program in the amount of $3,944,625 for the provision of specialized mental health services including in-home behavioral health services to children and their families in West Contra Costa County for the period from July 1, 2023 through June 30, 2024.

 

Approval of Amendment #24-308-57 will allow the contractor to continue providing specialized mental health services through June 30, 2024.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, contractor will not receive compensation for the State Cost Survey and attestation for CalAIM implementation and may result in loss of revenues needed to maintain staff to provide mandated services to eligible youth in our community.

 

CHILDREN’S IMPACT STATEMENT:

This Early and Periodic Screening Diagnostic and Treatment Program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.  Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decrease in juvenile offender recidivism as measured by probation database information.
