RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-951 with United Site Services of California, Inc., a corporation, in an amount not to exceed $300,000, to provide portable restroom rentals, related sanitation products, and portable fencing services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period from April 1, 2026 through March 31, 2029.
FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $300,000 over a three-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
The services provided by the Contractor include the provision of portable restroom units, including ADA-compliant units, handwashing and sanitation stations, related supplies, servicing and waste removal, and temporary portable fencing on an as-needed basis for CCRMC and Contra Costa Health Centers. Establishing a Contract in advance ensures timely deployment of services, maintains sanitation and site security standards, and provides a compliant, cost-controlled procurement mechanism rather than relying on emergency or ad hoc purchasing during construction projects, facility maintenance, special events, emergency response, or unexpected service disruptions.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contractor was approved by the Public Works Department’s Purchasing Division through a Request for Proposal on February 12, 2026. The Contractor’s service contract deliverables with regard to the portable restrooms shall include delivery, setup, regular cleaning and sanitizing, waste disposal, restocking of supplies, maintenance, emergency response, removal of units and fencing, and compliance with applicable health, safety, and environmental regulations. This Contract was approved by Contra Costa Health Personnel to ensure there is no conflict with labor relations.
Approval of this new Contract #76-951 will allow the Contractor to provide portable restroom rentals, related sanitation products, and portable fencing services through March 31, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, operations at CCRMC and Contra Costa Health Centers could be disrupted due to inadequate facilities and risk noncompliance with health and safety requirements.
