RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #25-133-1 with District Council of Contra Costa County, Society of St. Vincent de Paul, Diocese of Oakland, a non-profit corporation, to amend Contract #25-133, effective March 1, 2026, to increase the payment limit by $509,376, from $315,000 to a new payment limit not to exceed $824,376 and extend the term through June 30, 2027 for additional homeless prevention services for individuals and families who are homeless or at risk of becoming homeless in Contra Costa County.
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional budgeted expenditures of up to $509,376 funded 100% by County General Funds Contingency Reserve.
BACKGROUND:
This Contract meets the social needs of County’s population by providing homeless prevention services to individuals and families who are homeless at risk of experiencing homeless in Contra Costa County. Services include housing problem solving strategies to stabilize existing housing, conflict resolution, landlord and tenant mediation, financial assistance to assist with utility or rent arrears, first month’s rent or deposit, and other costs associated with relocating to more stable housing.
This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld. Following a Request for Proposal (RFP), this Contract was awarded to District Council of Contra Costa County, Society of St. Vincent De Paul, Diocese of Oakland by Public Works Department on March 3, 2025.
On July 22, 2025 the Board of Supervisors approved Contract #25-133 with District Council of Contra Costa County, Society of St. Vincent de Paul, Diocese of Oakland in an amount not to exceed $315,000 for the provision of Homeless prevention services for individuals and families who are homeless or at risk of becoming homeless, for the period July 1, 2025 through June 30, 2026.
On December 16, 2025, the Board of Supervisors directed the reappropriation of funds ($2,800,000) from County General Fund Appropriation for Contingencies (the remainder of COVID-19 Federal Emergency Management Agency Reserve funds) to augment existing Rental Assistance program contracts administered by Health, Housing and Homeless Services Division.
Approval of Contract Amendment/Extension #25-133-1 will allow the Contractor to provide additional homeless prevention services for individuals and families in Contra Costa County through June 30, 2027. This Contract Amendment/Extension was delayed due to internal planning and negotiations for fund allocations.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, individuals and families who are homeless or at risk of being homeless will not have access to the Contractor’s support services
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
