RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Child Abuse Prevention Council of Contra Costa County, to increase the payment limit by $84,525 to a new payment limit not to exceed $1,771,630 to provide additional Parenting Peers for clients of the Children and Family Services Bureau with no change to term July 1, 2025, through June 30, 2026.

 

FISCAL IMPACT:

 

$84,525 is funded by 100% County General Fund (Measure X), all of which is budgeted in FY 25-26.

 

BACKGROUND:

 

On June 10, 2025, the Board of Supervisors approved a one-time, $200,000 Measure X appropriation for the Employment and Human Services Department (EHSD) to provide additional Parenting Peer Support (25-2303).  This amendment utilizes $84,525 of the Measure X funding by adding two Parent Partners, with stipends, to the Child Abuse Prevention Council of Contra Costa County (CAPC) contract for FY25-26. The remaining Measure X funds will be budgeted to the FY26-27 CAPC Contract to continue to fund the two additional Parent Partners and will also cover administrative expenses.  The Parent Partners will focus on preventive measures to support at-risk families, promote family stability, and implement strategies that keep children safe with their families whenever possible. By drawing on lived experience and peer support models, the Parent Partners will help families access resources, build resilience, and navigate challenges, aligning with the goal of reducing entry into the foster care system.

 

The Board of Supervisors recently approved prior contracts for Parenting Peer Support with CAPC on June 14, 2025 (25-2544), for FY25-26; June 25, 2024 (24-1859), for FY24-25; and May 23, 2023 (C.32), for FY23-24.  

 

CHILDREN'S IMPACT STATEMENT:

 

This Contract supports all of Contra Costa County’s community outcomes of the Children’s Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families”.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

County will not provide valuable services to prevent child abuse.
