RECOMMENDATIONS:
Acting as the governing body of the Contra Costa County Flood Control and Water Conservation District (FCD), APPROVE and AUTHORIZE the Chief Engineer, or designee, to execute a contract amendment with Kjeldsen, Sinnock & Neudeck, Inc., effective September 29, 2026, to increase the payment limit by $500,000 to a new payment limit of $1,500,000 and extend the term through September 29, 2028, for on-call professional engineering services related to flood control facility design, Countywide.
FISCAL IMPACT:
This contract amendment is funded 100% by Flood Control District Funds.
BACKGROUND:
The FCD provides regional flood protection, technical information, hydrology data and education to cities and residents, as well as environmental stewardship for over 70 miles of streams and several detention basins as part of Contra Costa County’s flood protection system. The FCD prepares and reviews designs prepared by others that modify the existing flood protection system and require professional facility design consultation in these efforts. In many cases, the flood protection facility proposed for modification was constructed by the U.S. Army Corps of Engineers or the U.S. Department of Agriculture Natural Resources Conservation Service, which means adherence to their standards, policies, and procedures.
In implementing modifications to the flood control system, the FCD, at times, requires additional temporary professional engineering services, including flood control facility design. For this reason, the FCD entered into an on-call contract with the consultant. Under this contract, the consultant provides professional engineering services related to flood control facility design on an as-needed basis for a variety of FCD projects, whether proposed by the FCD or outside agencies, throughout Contra Costa County.
The solicitation for on-call flood control facility design was conducted in 2023. Following a competitive evaluation and selection process, the consultant was selected to enter into the contract, which became effective September 30, 2023. As the contract approaches its expiration, the FCD seeks to extend the agreement from September 29, 2026, to September 29, 2028. In addition, the FCD seeks to increase the payment limit of this contract by $500,000 to allow for additional engineering services from the consultant.
CONSEQUENCE OF NEGATIVE ACTION:
Without the approval of the Board of Supervisors, the FCD will not be able to obtain timely on-call services for professional engineering and technical services relating to flood control facility design.
