Report Title: Purchase Order with OmniPro LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with OmniPro LLC in an amount not to exceed $3,000,000 for the purchase of computer equipment for a period from July 1, 2024 through June 30, 2027.
FISCAL IMPACT:
Approval of this action will result in expenditures of up to $3,000,000 over a three-year period and will be funded by Hospital Enterprise Fund I revenues.
BACKGROUND:
Contra Costa Health (CCH) Information Technology (IT) Unit provides custom build computer devices to various divisions within Health Services. These divisions include the Medical Center & Clinics, Mental Health, Public Health, Contra Costa Health Plan, Environmental Health, Medical Records, Information Technology, Finance, and Administration.
Since 2015, CCH has been procuring Lenovo branded computer devices for their specifications, reliability, and the comprehensive warranty services. OmniPro LLC is the authorized reseller of Lenovo (United States) for sales and services functions. OmniPro provides a five-year warranty on parts and labor on all Lenovo products.
On June 13, 2023, the Board of Supervisors approved agenda item C.145 to execute a purchase order with OmniPro LLC in the amount of $600,000 to purchase of custom computers, monitors, laptops, printers, scanners, and other hardware parts and accessories for a period from July 1, 2023 through June 30, 2024.
The California Department of General Services - Procurement Division has established Participating Addendum Number 7-23-70-55-05 and Minnesota NASPO ValuePoint Master Agreement number 23013 with Lenovo (Untied States) Inc., which includes OmniPro LLC as of April 26, 2024.
CONSEQUENCE OF NEGATIVE ACTION:
If this item is not approved, productivity and patient care would be negatively impacted at the hospital, health clinics, and other areas of the Health Services Department. Furthermore, the CCLink Electronic Health Record (EHR) applications may not perform at an optimum rate.
