Report Title: Amendment No. 1 with JM Auto Painting, Inc., a California Corporation, Countywide.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with JM Auto Painting, Inc., effective July 1, 2026, to increase the payment limit by $300,000 to a new payment limit of $800,000, increase the labor rates, and extend the term through June 30, 2028 for automotive body repair services, Countywide.
FISCAL IMPACT:
100% Fleet Internal Service Fund
BACKGROUND:
Public Works Fleet Services maintains the County’s entire vehicle fleet, including repairing collision damage and handling vehicle painting when needed. Body repairs and repainting may be necessary due to accidents or normal wear and tear over time. As vehicles have grown more complex, the cost of these repairs has also increased.
The Public Works Department issued a solicitation through BidSync (RFP No: 2212-620) for auto body repair services in January of 2023. JM Auto Painting, Inc. d/b/a Precision Paint & Collision-Fix Auto Concord and Gigi Walker d/b/a Walker’s Auto Body & Fleet Repair, were selected and awarded contracts. Service contracts with both vendors were executed on July 1, 2023 for a three-year term. JM Auto Painting, Inc. d/b/a Precision Paint & Collision-Fix Auto Concord will also be requesting a labor rate increase equal to the current rate of the Consumer Price Index for the San Francisco - Oakland area as published by the Bureau of Labor Statistics, plus two percent on their anniversary date, effective July 1, 2026.
If approved, Amendment No. 1 will extend the term for (2) two additional years through June 30, 2028 and increase the payment limit by $300,000 to a new payment limit of $800,000. All other terms and conditions in the original contract entered into on July 1, 2023, between the County and Contractor, not modified by this Amendment No. 1, shall remain in full force and effect.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract amendment is not approved, auto body and repair services with JM Auto Painting, Inc. d/b/a Precision Paint & Collision-Fix Auto Concord, will be discontinued.
