Report Title: MOU with CCTA for Measure X funding to support Accessible Transportation

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Conservation and Development Director to execute a Memorandum of Understanding with the Contra Costa Transportation Authority in an amount not to exceed $5,245,626 to implement the Accessible Transportation Strategic Plan for the period July 1, 2026 through June 30, 2028. (100% Measure X funds)
FISCAL IMPACT:
100% Measure X funds. This expenditure is accounted for in the budget. County staff time spent overseeing the MOU is incorporated into the Department of Conservation and Development budget.
BACKGROUND:
The Accessible Transportation Strategic Plan (ATSP) is a joint initiative between the Contra Costa Transportation Authority (CCTA) and the County and describes how Contra Costa will improve transportation options for older adults, persons with disabilities, and veterans. The ATSP was prepared by the CCTA with support from the County and was collaboratively developed over several years in consultation with elected officials and staff at affected public agencies, advocates representing community-based organizations and users of the system. The Board of Supervisors and the CCTA Board both approved the ATSP in March of 2021.
The implementation of the ATSP is being overseen by CCTA’s Accessibility Advisory Committee (members include County staff), which is advisory to the CCTA Board (members include representatives of the Board of Supervisors).
The MOU enables and authorizes CCTA to continue implementation of the ATSP by applying Measure X funds toward a wide variety of programs and strategies enumerated in the ATSP. For example, funds may be used on the development of the One-Call/One-Click system, transportation focused information and referral, enhanced technology to improve program efficiency, improved connectivity between paratransit programs, same-day trip programs, countywide travel training, and expansion of the low-income fare equity program (LIFE).
To date, the Board of Supervisors has allocated a total of $7,462,692 in Measure X funds to the ATSP program. The proposed MOU supersedes prior MOUs executed between the County and CCTA for the ATSP program and governs the expenditure of the total remaining unspent Measure X funds, $5,245,626. Table 1 shows total allocations and invoice expenditures thus far.
Initially, ATSP implementation depended on CCTA building the infrastructure to support the ATSP program. However, recently CCTA has significantly accelerated its implementation efforts and anticipates that the increased pace of work will lead to higher expenditures in the coming years and the remaining allocations.
CONSEQUENCE OF NEGATIVE ACTION:
If the MOU is not approved, the County will not disburse Measure X Funds intended to improve transportation for older Contra Costa residents and those with disabilities.
