Report Title: Contract Amendment/Extension #24-925-45 with Lincoln

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #24-925-45 with Lincoln, a non-profit corporation, effective May 1, 2026, to amend Contract #24-925-43, as amended by Contract Amendment #24-925-44, to increase the payment limit by $4,104,613, from $7,281,510 to a new payment limit of $11,386,122, and to extend the termination date from June 30, 2026 to December 31, 2026, for additional Medi-Cal specialty mental health services for Seriously Emotionally Disturbed (SED) children and their families in East Contra Costa County.
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional expenditures of up to $4,104,613 and will be funded by 49% Federal Medi-Cal, 49% Mental Health Realignment and 2% Pittsburg Unified School District revenues. (Rate Increase)
BACKGROUND:
Behavioral Health Services Division (BHSD) has an obligation to provide certain Medi-Cal specialty mental health services, for its members under the terms of their Individual and Group Health Plan membership Contracts with the County. This Contract meets the social needs of County’s population by providing therapy, medication support, case management, outreach, and crisis intervention services to elementary and junior high aged students in East Contra Costa County in order to reduce the need for out-of-home placements. This Contractor has been providing these mental health services while fostering a deep understanding of the BHSD organization’s mission, values, and long-term objectives since January 1998.
This Contract is entered into under and subject to the following legal authorities: Welfare and Institutions Code, § 5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations (“CCR”), Title 9, § 523 et seq. (Community Mental Health Services) and California Government Code §§ 26227 and 31000. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. Per Administrative Bulletin 600.3 the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times.
On July 22, 2025, the Board of Supervisors approved Contract #24-925-43 with Lincoln, in an amount not to exceed $6,981,510, for the provision of Medi-Cal specialty mental health services for SED children and their families including multi-dimensional family treatment program and school-based services, for the period July 1, 2025 through June 30, 2026.
On December 16, 2025, the Board of Supervisors approved Contract Amendment #24-925-44 with Lincoln, to increase the payment limit from $6,981,510 to $7,281,510, for additional Medi-Cal specialty mental health services for SED children and their families including multi-dimensional family treatment program and school-based services with no change in the term.
Approval of Contract Amendment/Extension #24-925-45 will allow the Contractor to provide additional Medi-Cal specialty mental health services for SED children and families through December 31, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, there will be fewer Medi-Cal specialty mental health services available for SED children in East Contra Costa County as the County solicits and engages an alternative Contractor.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
