Report Title:                     Ratify the prior decision to fully close a portion of Yale Avenue, and Vassar Avenue on January 9, 2024, from 7:00 a.m. through 6:00 p.m., Kensington area.

RECOMMENDATIONS:

ADOPT Resolution ratifying the prior decision of the Public Works Director, or designee, to fully close a portion of Yale Avenue, between Stanford Avenue and Cambridge Avenue, and Vassar Avenue, between Yale Avenue and Kentucky Avenue on January 9, 2024, from 7:00 a.m. through 6:00 p.m., for the purpose of a utility pole replacement and tree trimming, Kensington area.  (District I)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

Pacific Gas and Electric Company (PG&E) requested a road closure to facilitate their maintenance project. The road closures maintain traffic safety around the construction site and increase the efficiency of the construction project, allowing PG&E to complete the work in a timelier manner.  PG&E shall follow guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

Pacific Gas and Electric Company will not have Board approval for complete road closure.

IN THE MATTER OF: Ratifying the prior decision of the Public Works Director, or designee, to fully close a portion of Yale Avenue, between Stanford Avenue and Cambridge Avenue, and Vassar Avenue, between Yale Avenue and Kentucky Avenue on January 9, 2024, from 7:00 a.m. through 6:00 p.m., for the purpose of a utility pole replacement and tree trimming, Kensington area. (District I)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to Pacific Gas and Electric Company to fully close Yale Avenue, except for emergency traffic, local residents, US Postal Service and garbage trucks, on January 9, 2024, for the period of 7:00 a.m. through 6:00 p.m., subject to the following conditions:

1.                     Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

2.                     All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

3.                     Pacific Gas and Electric Company shall comply with the requirements of the Ordinance Code of Contra Costa County.

4.                     Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

5.                     Obtain approval for the closure from the Kensington Police Department and Kensington Fire Protection District.
