RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Letter of Agreement #26-629-3, with Children's Hospital & Research Center at Oakland (dba UCSF Benioff Children’s Hospital Oakland), a non-profit corporation, to provide supervised field instruction for Contra Costa Regional Medical Center’s (CCRMC) Family Practice Medical Residency Students at UCSF’s facilities during the period from July 1, 2025 through June 30, 2028.

 

FISCAL IMPACT:

Approval of this non-financial agreement will not result in any contractual service expenditures. (No fiscal impact)

 

BACKGROUND:

The purpose of this Agreement is to provide CCRMC’s Family Medicine Residency Program students with the opportunity to integrate knowledge with applied skills at progressively higher levels of performance and responsibility at Children's Hospital & Research Center at Oakland (dba UCSF Benioff Children’s Hospital Oakland). Supervised fieldwork experience is considered to be an integral part of both educational and professional preparation.

 

On December 8, 2015, the Board of Supervisors approved agenda item C.96 to execute Agreement #26-629-1 with Regents of the University of California on behalf of its University of California, SF Benioff Children’s Hospital Oakland, for the provision of supervised field instruction for CCRMC’s Family Medicine Residency Program students at UCSF’s facilities, from December 1, 2015 through December 31, 2020.

 

On February 14, 2017, the Board of Supervisors approved agenda item C.84 to clarify agenda item C.96 and correct the contractors name to read Children’s Hospital & Research Center at Oakland, dba UCSF Benioff Children’s Hospital - Oakland.

 

On or around September 15, 2020, a request was initiated by CCRMC for Agreement #26-629-2, however liability language could not be negotiated between the parties at the time and the contract was never executed.

 

Approval of Letter of Agreement #26-629-3 will allow Children’s Hospital & Research Center at Oakland (dba Children’s Hospital Oakland), to provide supervised field instruction to CCRMC’s Family Practice Medical Residency Program Students at UCSF’s facilities through June 30, 2028. This Agreement is necessary as part of the Contra Costa Family Medicine Residency Program’s Accreditation Council for Graduate Medical Education (ACGME) accreditation requirements for pediatrics. This Agreement contains a mutual indemnification provision that requires the parties to indemnify, defend, and hold harmless the other party for claims arising from the negligent or intentional acts of the indemnifying party.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved, CCRMC Family Medicine Residency Program students will not receive supervised fieldwork instruction experience at UCSF's facilities.
