Report Title: 18-466-3 Contract Renewal with Pittsburg Power Company

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Pittsburg Power Company in an amount not to exceed $300,000 for the provision of comprehensive Workforce Innovation and Opportunity Act services to eligible adults in East Contra Costa County for the period July 1, 2024 through June 30, 2025.
FISCAL IMPACT:
$300,000: 100% from the Federal Workforce Innovation Opportunity Act (WIOA) formula funds, and will be budgeted in FY 2024-2025. No net County Cost. Federal catalog number CFDA 17.258.
BACKGROUND:
Pittsburg Power Company administers and operates a pre-apprenticeship construction program for individuals that meet the criteria for Workforce Innovation and Opportunity Act (WIOA) Adult eligibility, as outlined in the WIOA legislation of 2014. The contract focuses on providing a network of services and support to individuals with barriers to employment, to succeed in their educational and career endeavors. These services are being provided in East Contra Costa County, defined as the region from Bay Point to the eastern boundary of the County. This board action is to renew the contract with Pittsburg Power Company for FY 24-25.
Pittsburg Power Company was selected from Request for Proposal (RFP) #1176 which closed February 2021. The Board approved the initial contract on June 22, 2021 (C.113) and renewal contracts on May 17, 2022 (C.34) and April 24, 2023 (C.40).
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, WIOA Adult program participants in East County will not receive case management, employment referrals and job placement services from Pittsburg Power Company.
