Report Title: Execute a Contract Amendment with Granicus
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract amendment with Granicus, Inc., to increase the payment limit by $692,359 from $825,816 to a new payment limit of $1,518,175 and extend the contract term through September 30, 2029, for continued provision of meeting and agenda management software, citizen documentation access solutions, and related services.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 26-27 budget (100% User Departments).
BACKGROUND:
The County’s ongoing use of Granicus software and services addresses the need for a comprehensive, integrated platform to manage legislative meetings, agenda preparation, and public access to official documents. Since the original agreement was executed in October 2012, Granicus has provided the County with technology solutions that support compliance with the Better Government Ordinance and the Brown Act, enabling efficient posting of agendas, minutes, and meeting materials for the Board of Supervisors and over 70 County boards and commissions. The system has evolved to include modules for agenda management, live streaming, and citizen engagement, replacing legacy systems and centralizing access to public records. Over the course of the contract, the Board has approved a series of amendments to expand functionality, add new modules such as Boards and Commissions, and extend the contract term to ensure continuity of service and alignment with evolving transparency and accessibility requirements.
Granicus was selected through a competitive process based on its demonstrated capacity to meet the County’s operational, legal, and public engagement needs, and has maintained uninterrupted service through multiple contract cycles. The current amendment is proposed to continue these essential services, reflecting the County’s commitment to open government and efficient administration of legislative processes.
The procurement is being made under sole source justification for continuity of service which was approved by Purchasing on August 26, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the County will lose access to the Granicus platform for meeting and agenda management, resulting in the discontinuation of centralized legislative workflow, agenda publication, and public document access for the Board of Supervisors and over 70 County boards and commissions. This would disrupt compliance with open meeting laws and transparency requirements, and force departments to revert to manual or outdated processes, increasing administrative burden and reducing public access to official records.
