LEGISLATION COMMITTEE

Meeting Date:  February 24, 2025

Subject:  Potential FY26 Federal Community Project Funding Requests

Submitted For: Legislation Committee

Department: County Administrator’s Office

Presenter: E. Struthers

Contact: (925) 655-2045

Referral History:

The Legislation Committee regularly receives reports on federal legislation and budget matters of interest to the County, including Community Project Funding (CPF) requests. Once adopted by the Board of Supervisors, CPF requests become a part of the Federal Legislative Platform so that the County’s advocates can advocate for them.

Referral Update:

In recent federal budget processes, Congress has chosen to include opportunities for Community Project Funding, which allows members to direct funds towards local projects. The County has had numerous past successful requests. Typically, requests are due to Congress in early March to allow review by individual members of Congress, and if successful, inclusion in one of the twelve appropriations bills. Member of Congress throughout the country have begun to host informational meetings about CPF, in anticipation that they will be included in the upcoming FY26 appropriations process. In preparation, a workshop was hosted by the County Adminsitrator’s Office (CAO) and Thorn Run Partners to help educate staff on the process. Following the meeting, project ideas were requested from Departments by February 17. This deadline was set to ensure that the County would be able to respond to deadlines form Congress, which are often set during March. The Board of Supervisors will be asked to approve a list of potential project requests at their February 25, 2025 meeting, based on the list of initial project submissions that have been reviewed by the CAO’s office, in consultation with the County’s federal advocates.

Currently, the proposed requests include:

Iron Horse Trail Double-Tracking in San Ramon: $1,500,000 estimated request

District 3 Youth Center Start-Up Costs: $1,300,000 estimated request

District 4 Youth Center Start-Up Costs: $1,300,000 estimated request

District 5 Youth Center Start-Up Costs: $1,300,000 estimated request

Two (2) East Bay Radio Communications System (EBRCS) Emergency Communications Sites on Wheels (SOW): $1,760,000 estimated request

These project requests will continue to be developed in accordance with guidance from Congress. In the event that Congress provides direction for a longer timeline for submission, staff will return to Legislation Committee and the Board to provide direction on additional project requests, as timing permits.

Recommendation(s)/Next Step(s):

Receive update from staff on the County's approach to the potential FY26 federal Community Project Funding Requests process.

Fiscal Impact (if any): None. However, successful CPF requests have the potential to bring in additional federal funds to support local priorities.
