RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract Amendment #76-852-2 with Code 3 Entertainment Services, LLC (dba Code 3 Transportation), a limited liability company, effective February 1, 2026, to amend Contract #76-852 (as amended by Contract Amendment #76-852-1), to increase the payment limit by $1,784,418, from $1,805,000 to a new payment limit of $3,589,418 to include additional shuttle service locations for County staff working at Contra Costa Regional Medical Center (CCRMC) and Martinez Health Center (MHC), with no change in the original term of January 1, 2024 through December 31, 2026.
FISCAL IMPACT:
Approval of this Contract Amendment will result in additional expenditures of up to $1,784,418 as budgeted by the department and funded 100% by Hospital Enterprise Fund I revenues. (No rate increase)
BACKGROUND:
Parking is limited on the CCRMC campus, and a shuttle service is necessary to alleviate the parking constraints and allow for more patient parking. The shuttle service transports County staff working at CCRMC and MHC to and from the Summit Center and CCRMC and MHC on a regular schedule between the hours of 6:30 a.m. and 11:30 p.m., Monday through Friday.
Contractor has provided shuttle services for County staff working at CCRMC and MHC since January 1, 2024. This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld.
On January 9, 2024, the Board of Supervisors approved Contract #76-852 with Code 3 Entertainment Services, LLC (dba Code 3 Transportation), in an amount not to exceed $1,805,000, for the provision of shuttle services to staff working at CCRMC and MHC to allow more parking for patients for the period January 1, 2024 through December 31, 2026.
On July 23, 2024, the Board of Supervisors approved Contract Amendment #76-852-1 with Code 3 Entertainment Services, LLC (dba Code 3 Transportation), effective January 1, 2024, to correct rates for after-hours, weekend, and holiday shuttle services for staff working at CCRMC and MHC with no change in the payment limit of $1,805,000 and no change in the term.
Approval of Contract Amendment #76-852-2 will allow Contractor to provide shuttle services at additional locations through December 31, 2026. This Contract Amendment was delayed due to extended negotiations between Contractor and Division.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment is not approved, the Contractor will not provide shuttle services at the additional locations which will impact patient parking at CCRMC and MHC.
