Report Title: Add one Laboratory Technician II position, and cancel one vacant Medical Records Technician position in the Contra Costa Health Department.
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26248 to add one (1) Laboratory Technician II (VJVA) position at salary plan and grade TC5-1095 ($4,418 - $5,370), and cancel one (1) vacant Medical Records Technician (VNTB) position #18103 at salary plan and grade 3RX-1119 ($4,512 - $5,762) in the Contra Costa Health Department. (Represented)
FISCAL IMPACT:
Upon approval, this action will result in an annual cost savings of $7,565.00 with $1,105.00 in pensions included. These positions are fully funded by County General Funds.
BACKGROUND:
The Contra Costa Health Department is requesting to add one Laboratory Technician II position and cancel one Medical Records Technician position. Detention Health has begun the process of conducting and the collection of many laboratory tests for their inmates/patients at each of the adult detention facilities in Contra Costa County. They no longer solely rely on staff from Contra Costa Regional Medical Center. There are new responsibilities that now require that they increase laboratory staffing in order to meet the needs of Detention patients. The Laboratory Technician II will be responsible for, but not limited to blood & specimen collection, performing work using the automated Laboratory Information System (LIS) along with other related software, following oral and written instructions from the Clinical Laboratory Scientist, Pathologist and staff Physicians, and recognizing, acknowledging, and being sensitive to diverse cultural backgrounds. The vacant Medical Records Technician position is no longer needed. The addition of a Laboratory Technician II will allow for uninterrupted services, as Detention Health continues to grow.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the department will not have enough staff to provide critical laboratory functions in a timely manner.
