Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf the County Contract #25-077-18 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $691,878, to provide homeless prevention, rapid exit, and housing navigation services to individuals, transitional-age youth (TAY), and families at risk of, or currently experiencing homelessness in Contra Costa County. Contractor will purchase and provide 70 gift cards with a total value of $10,000 (40 Target or Walmart gift cards with a value of $100 per card, 30 Target or Walmart gift cards with a value of $200 per card), to eligible participants for participating in the housing navigation program, for the period from July 1, 2026 through June 30, 2027.

 

FISCAL IMPACT:

Approval of this Contract will result in annual expenditures of up to $691,878 and will be funded as budgeted by the Department by 43% Homeless Housing, Assistance and Prevention Funds and 57% State CalWORKs Housing Support from EHSD.

 

BACKGROUND:

This Contract meets the social needs of County’s population by providing homeless prevention, rapid exit, and housing navigation services to Contra Costa County individuals and families, including TAY in foster care, who are homeless or at risk of becoming homeless. This Contractor has been providing these services to the County since November 2016.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.  The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. A Request for Proposal (RFP) for the specified services was issued by Public Works in October 2025 outlining the scope, requirements, and evaluation criteria for qualified service providers.

 

On December 9, 2025, the Board of Supervisors approved Contract #25-077-17 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), in an amount not to exceed $1,008,537 to provide homeless prevention, rapid exit, and housing navigation services to individuals, TAY, and families at risk of, or currently experiencing homelessness in Contra Costa County, for the period July 1, 2025 through June 30, 2026.

 

Approval of Contract #25-077-18 will allow the Contractor to continue to provide housing support services through June 30, 2027. This Contract is late due to delays in confirming the sources of funding available for this Contract.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, individuals and families that are homeless will not receive housing support services further putting their health at risk.

 

CHILDREN’S IMPACT STATEMENT: 

This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
