RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Aspiranet, effective June 1, 2024, to increase the payment limit by $2,830,000 to a new payment limit not to exceed $5,160,000, for additional emergency shelter receiving center services for children taken into protective custody or transitioning through foster placements for a new period of July 1, 2023 through June 30, 2025.
FISCAL IMPACT:
$2,830,000: Funded with 70% 2011 State Realignment and 30% County General funds, of which $114,031 has been budgeted in FY23-24 and $2,715,969 which is budgeted in FY 24-25.
BACKGROUND:
On May 16, 2023, the Board approved item C.40 authorizing executing a contract to provide emergency shelter receiving center services with Aspiranet for a term July 1, 2023 through June 30, 2024 and a total payment limit not to exceed $2,330,000. This amendment will increase the total payment limit by $2,830,000 with a new total not to exceed $5,160,000 and extend the contract term from July 1, 2023 through June 30, 2024 to July 1, 2023 to June 30, 2025. This amendment will provide additional staffing adjustments to support the needs of higher acuity children staying at the centers and incorporate a cost-of-living adjustment to the FY 24-25 extension.
The Receiving Centers serve as the hub of the Employment and Human Services Department (EHSD) Children and Family Services (CFS) emergency shelter system. Aspiranet provides temporary care at the Receiving Centers to children who have been taken into protective custody and children and youth who are transitioning into resource family (foster) placements. The Receiving Centers offer a homelike setting and are designed to promote stability in placement, focus on the needs of the individual child, minimize move, and support permanence at the early stages of EHSD intervention.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes established in the Children’s Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self Sufficient”; 4) Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families,” by providing a homelike environment for children entering the Child Welfare System.
CONSEQUENCE OF NEGATIVE ACTION:
County will not have emergency temporary shelter locations with sufficient, qualified staffing nor availability to temporarily care for children taken into protective custody.
