RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Interagency Agreement #74-680 with Contra Costa County Office of Education, an educational institution, in an amount not to exceed $360,000, to implement Substance Use Disorder (SUD) youth prevention programs, Friday Night Live (FNL) and Club Live (CL) for schools in Contra Costa County for the period January 1, 2024 through December 31, 2026.

 

FISCAL IMPACT:

Approval of this agreement will result in budgeted expenditures of up to $360,000 over a 3-year period funded 100% by Substance Abuse Mental Health Services Administration, Substance Abuse Block Grant revenues.

 

BACKGROUND:

Contra Costa’s FNL/CL programs aim at preventing substance use and abuse among young people by supporting the development and maintenance of existing and new protective factors and by mitigating risk factors. This approach uses a positive youth development framework through adult-supported, youth-informed activities.  The target population is youth between the ages of eleven (11) and up to age eighteen (18).  Health Services Personnel approved this agreement to ensure no conflicts with labor relations. Per Administrative Bulletin 600.3, inter-governmental agreements are exempt from Solicitation requirements.

 

Under Interagency Agreement #74-680, this contractor will implement SUD youth prevention programs, FNL and CL for schools in Contra Costa County, in an amount not to exceed $360,000, for the period January 1, 2024 through December 31, 2026.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, Contra Costa County schools will not have access to the SUD youth programs, FNL and CL for their students.

 

CHILDREN’S IMPACT STATEMENT:

This Alcohol and Drug Abuse program supports the Board of Supervisors’ “Families that are Safe, Stable, and Nurturing” community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment.  Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network.
