RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #25-118-3 with Bay Area Community Services, Inc., a non-profit corporation, to amend Contract #25-118-2, effective February 1, 2026, to increase the payment limit by $778,214, from $963,606 to a new payment limit not to exceed $1,741,820 and extend the term through September 30, 2027 for additional rapid rehousing, homeless prevention services and shallow subsidy services to individuals and families who are homeless or at risk of becoming homeless in Contra Costa County.

 

FISCAL IMPACT:

Approval of this Contract Amendment/Extension will result in additional budgeted expenditures of up to $778,214 funded 100% by County General Funds Contingency Reserve.

 

BACKGROUND:

This Contract meets the social needs of County’s population by providing rapid rehousing, homeless prevention, and shallow subsidy services to the homeless population in Contra Costa County. These services include case management which will assist participants with food assistance, substance use treatment, education and training, employment and benefits assistance, health care, mental health counseling, childcare, and credit repair. Rapid rehousing services also include providing financial assistance for security deposits, utility deposits/payments, moving costs, hotel/motel vouchers, paid shelter costs, housing application and credit/background check fees, partial, tiered or full rental subsidies, to individuals and families experiencing homelessness or who are at risk of becoming homeless. 

 

This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.  The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. This contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. Engaging them again will enable knowledge transfer, avoiding knowledge gaps and ensuring continuity in service delivery to vulnerable populations experiencing housing instability or homelessness. The request for proposal (RFP) was posted on October 4, 2024 and closed on November 22, 2024. Bay Area Community Services, Inc. was selected through the RFP process on March 3, 2025.

 

On November 18, 2025 the Board of Supervisors approved Contract #25-118-2 with Bay Area Community Services, Inc. in an amount not to exceed $936,606 for the provision of rapid re-housing, homeless prevention services and shallow subsidy services to individuals and families experiencing homelessness or at risk of becoming homeless, for the period July 1, 2025 through June 30, 2026.

 

On December 16, 2025, the Board of Supervisors directed the reappropriation of funds ($2,800,000) from County General Fund Appropriation for Contingencies (the remainder of COVID-19 Federal Emergency Management Agency Reserve funds) to augment existing Rental Assistance program contracts administered by Health Housing and Homeless Services.

 

Approval of Contract Amendment/Extension #25-118-3 will allow the Contractor to continue to provide homeless prevention services to individuals and families in Contra Costa County through September 30, 2027.  This Contract Amendment/Extension was delayed due to internal planning and negotiations for fund allocations.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract Amendment/Extension is not approved, individuals and families who are homeless or at risk of being homeless will not have access to the Contractor’s support services

 

CHILDRENS IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.  Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
