Report Title:                      Contract #25-071-17 with Public Health Foundation Enterprises, Inc. (dba Heluna Health) 

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-071-17 with Public Health Foundation Enterprises, Inc. (dba Heluna Health), a non-profit corporation, in an amount not to exceed $11,092,613 to provide emergency shelter program services for homeless youth and adults in Contra Costa County, for the period from July 1, 2026 through June 30, 2027.

 

FISCAL IMPACT:

This Contract will result in annual contractual service expenditures of up to $11,092,613 and is funded by 10% Federal Grant Funds, 84% State Grant Funds, 5% County General Fund, and 1% Local Grants Funds.

 

BACKGROUND:

This Contract meets the social needs of County’s population by providing emergency shelter program services for homeless youth and adults in Contra Costa County.  Contractor’s emergency shelter program services include, but are not limited to, providing full-scope staffing for emergency shelters and transitional housing programs, Coordinated Entry, and research and evaluation programs. Contractor has been providing services to the County since April 2015.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld. A Request for Qualifications (RFQ) for the specified services was issued by Public Works on February 21, 2025, outlining the scope, requirements, and evaluation criteria for qualified service providers. 

 

On December 19, 2025, the Board of Supervisors approved Contract #25-071-15 with Public Health Foundation Enterprise, Inc. (dba Heluna Health), in an amount not to exceed $11,943,357 to provide CE, emergency shelter and transitional housing program services for homeless youth and adults in Contra Costa County for the period July 1, 2025 through June 30, 2026.

 

On May 12, 2026, the Board of Supervisors approved Contract Amendment #25-071-16 with Public Health Foundation Enterprise, Inc. (dba Heluna Health), to decrease the payment limit by $2,460,027 to a new payment limit of $9,483,330 to reduce program staffing and transitional housing services with no change in the term ending June 30, 2026.

 

Approval of Contract #25-071-17 will allow the Contractor to continue to provide emergency shelter program services through June 30, 2027. This Contract is delayed due to labor unions requesting to meet and confer. This Contract includes services provided by represented classifications and the County has met its obligations with the respective labor partner(s).

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, County will lack adequate capacity to continue operating its emergency shelters and formerly homeless individuals will experience longer wait times for shelter and respite services and will not have the needed supportive housing services.

 

CHILDREN’S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.  Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
