RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with the Young Men’s Christian Association of the East Bay to increase the payment limit by $1,282,782, to a new payment limit not to exceed $3,704,718, to provide delegate Head Start services for an additional 6-months, from December 31, 2023, to June 30, 2024; and RESCIND Board Action of March 5, 2024 (C.27) authorizing an amendment with the Young Men’s Christian Association of the East Bay that extended the contract term 6-months, to June 30, 2024, with no change to the payment limit of the contract.

 

FISCAL IMPACT:

 

$3,704,718: 100% Federal; all of which is budgeted in FY 23-24. There are no County costs. CFDA No. 93.600

 

BACKGROUND:

 

On January 21, 2022, Contra Costa County Employment and Human Services Department (EHSD) issued a Request for Proposal (RFP) #1184 to select a contractor to serve as a Delegate agency. Young Men's Christian Association (YMCA) was selected through the RFP on April 13, 2022, to provide services in East County. The Board of Supervisors approved Young Men's Christian Association (YMCA) to continue the partnership with EHSD.

 

This staff report will rescind Board action of March 5, 2024 (C.27) authorizing an amendment with Young Men’s Christian Association (YMCA) of the East Bay to extend the contract term through June 30, 2024 to provide Head Start, Early Head Start and Early Head Start-Childcare Partnership services, with no changes to the budget. This board action did not include consideration for additional funds as they were not yet available to Contra Costa County.

 

With Board approval, this contract amendment will increase YMCA’s total payment limit to an amount not to exceed $3,704,718. The increase in budget will allow YMCA to utilize Head Start Delegate program funding for the term January 1, 2023, through June 30, 2024.

 

 

CHILDREN'S IMPACT STATEMENT:

 

This contract supports three of Contra Costa County’s community outcomes of the Children’s Report Card - (1) “Children Ready for and Succeeding in School,” (3) “Families that are Economically Self-sufficient,” and (4) “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high-quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this contract is not approved, fewer eligible families will be served by the County’s Head Start Delegate program.
