Information
Receive and review the evaluation and selection process for Implementation Lead Entity RFQ #0038 including the recommended Lead Entity for advancement through the County approval process.
Referral History and Update
The Implementation Lead Entity RFQ was developed to identify an organization capable of supporting the establishment, early implementation, and organizational development of the Federal D. Glover Community Wellness Network.
The solicitation incorporates TCAB recommendations regarding community accountability, Black-led organizational development, implementation capacity, shared governance, capacity-building, sustainability, and measurable results.
RFQ #0038 closed on August 6, 2026.
The procurement included a two-phase evaluation process.
Phase One: Statement of Qualifications
A review panel evaluated applicants using a published 100-point rubric, with a minimum threshold of 80 points required to advance.
Phase Two Implementation Proposal and Interviews
Qualified applicants advanced to a more detailed review of implementation plans, organizational capacity, governance, community engagement, financial stewardship, sustainability, and proposed operations.
The Phase Two evaluation framework included 200 possible points. Panel interviews were conducted on October 21, 2026, followed by review panel consensus deliberations on October 29, 2026.
The four (4) Phase Two organizations were:
• Felton Institute
• Jeweld Consulting
• NAMI Contra Costa
• Rubicon Programs
Following the evaluation and interview process, the review panel recommended Jeweld Consulting for the Implementation Lead Entity role.
The recommendation reflects the panel's assessment of the proposed implementation vision, ability to facilitate community-centered organizational development, approach to capacity-building, demonstrated experience, and alignment with the intended purpose of the Network.
The panel also identified important considerations for implementation, including establishing sufficient organizational and fiscal infrastructure, clearly defining governance and accountability, maintaining a sustained presence in Contra Costa County, developing data and referral systems, and ensuring long-term financial sustainability.
Staff will provide an overview of the review process, panel recommendation, implementation considerations, and subsequent County approval steps.
