RECOMMENDATIONS:
RATIFY the Health Services Director, or designee’s, April 17, 2026 execution of Grant Agreement #28-963-7 (State # 25-HHAP-10006) with State of California, Department of Housing and Community Development (HCD), to pay the County an amount not to exceed $6,708,895 to support the Homeless Housing, Assistance, and Prevention (HHAP) Program, which provides supportive housing services for homeless individuals and families in Contra Costa County effective upon HCD signature through June 30, 2030.
FISCAL IMPACT:
Approval of this Grant Agreement will result in an amount not to exceed $6,708,895 in funding from the State of California, HCD. (No County match is required)
BACKGROUND:
On July 31, 2019, Governor Newsom signed into law the HHAP program (Assembly Bill 101, Chapter 159, Statutes of 2019). The HHAP program is a block grant program designed to provide jurisdictions with one-time grant funds to support regional coordination and the development or expansion of local capacity to address immediate homelessness challenges informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing.
HHAP Round 6 funding was established for the purpose of organizing and deploying the full array of homelessness programs and resources comprehensively and effectively, and to sustain existing federal, state, and local investments towards long-term sustainability of housing and supportive services.
On April 14, 2025, the Board of Supervisors approved the submission of Grant Application #28-963-6 to the State of California, Business, Consumer Services and Housing Agency (BCSH) to pay County for Round 6 funding in an amount not to exceed $6,708,895 to continue to support the Homeless Housing, Assistance, and Prevention (HHAP) Program for homeless individuals and families in Contra Costa County.
Approval of Grant Agreement #28-963-7 will allow County to receive Round 6 funds and continue to support the Homeless Housing, Assistance, and Prevention (HHAP) Program for homeless individuals and families through June 30, 2030. This Agreement includes a provision requiring County to indemnify and hold harmless the State for any claims arising out of the performance of the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Agreement is not approved, the County will not receive HHAP funding to support homeless individuals and families.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
