Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-752 with Three Valleys Community Foundation, a non-profit corporation, in an amount not to exceed $2,150,000, to provide Opioid Settlement Fund fiscal agent services and manage and monitor service contracts with Community-Based Organizations (CBOs) and non-profits providing treatment, recovery, and support services to Contra Costa County residents who are most impacted by the Opioid Crisis, for the period March 1, 2026 through February 28, 2029.

 

FISCAL IMPACT:

Approval of this Contract will result in annual budgeted contractual service expenditures of up to $2,150,00 over a three-year period and will be funded 100% by Opioid Settlement Funds (OSF).

 

BACKGROUND:

Reducing health disparities and promoting health equity is paramount to Contra Costa Behavioral Health Services (CCBHS) overall service delivery strategy. CCBHS expects that through the implementation of Community Defined Practices and the provision of Mini Grants to CBOs located in or serving County residents that equity-driven health outcomes will be achieved for populations most at risk of overdoses, which is crucial to respond to the Opioid Crisis.

 

Behavioral Health is committed to providing quality of care to all Contra Costa residents. The Opioid Epidemic has had a profound impact across all our regions regardless of socioeconomics, cultural background, religion, language, etc. However, due to the social drivers of health, the Opioid crisis has significantly impacted African Americans, Latinos, Asian and Pacific Islanders, Native Americans, LGBTQIA+, justice/incarcerated/reentry, refugees, migrant workers, and immigrants, rural communities, non-English speakers, those experiencing housing insecurity and unhoused individuals who have struggled to achieve parity in accessing Behavioral Health services.

 

Contractor will serve as a fiscal agent, working in collaboration with CCBHS and utilize OSF to distribute Mini Grants to CBOs and non-profit organizations located in or serving County residents impacted by the opioid crisis in order to allow the CBOs to carry out the implementation of innovative Prevention, Intervention/Harm Reduction, Treatment and Recovery projects and activities in geographic areas with populations most affected by fentanyl and opioid overdoses. CCBHS recognizes the urgency of addressing the Opioid and Fentanyl Crisis. CCBHS expects that a foundation-type approach to the dispersal of funds will facilitate and expedite the implementation of new or enhance/expand existing programs/projects which address community-specific needs of the opioid crisis. The funds are not intended to replace, backfill, or supplant existing services.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Following a Request for Proposal (RFP), this Contract was awarded to Three Valleys Community Foundation by Public Works Department on June 5, 2025.

 

Under new Contract #74-752, Contractor will act as fiscal agent and provide OSF management services on behalf of the County to assist with the selection and funding of CBOs and non-profit organizations serving Contra Costa County residents who are most impacted by the Opioid Crisis, through February 28, 2029.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, Contra Costa County residents most impacted by the Opioid Crisis will not have access to Contractor’s services needed to respond to the opioid crisis.
