RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Young Men’s Christian Association of the East Bay to increase the payment limit by $61,922, due to the Cost of Living Adjustment, to a new payment limit not to exceed $1,197,568 to provide Head Start and Early Head Start Program services with no change to the term July 1, 2023, through June 30, 2024.

 

FISCAL IMPACT:

 

$61,922: 100% Federal (Administration for Children and Families), all of which has been budgeted in FY 2023-2024.

BACKGROUND:

 

On March 15, 2023, the Administration for Children and Families (ACF) provided Cost of Living Adjustment (COLA) & Quality Improvement Funding Guidance letter to the Employment and Human Services Department (EHSD) Community Services Bureau (CSB). The COLA supports a 5.60 percent adjustment increase from the previous fiscal year pay scales for Head Start and Early Head Start. The Board of Supervisors approved and authorized this increase in revenue on April 18, 2023, (C.48). COLA increases will be applied to Head Start and Early Start Childcare partners. The fee rate shall increase effective July 1, 2023, through June 30, 2024.

 

Contra Costa County receives funds from the ACF to provide Head Start and Early Head Start services to program-eligible County residents. The County contracts with several community-based organizations to provide a wider distribution of services. On May 23, 2023, (C.40) the Board previously approved a contract renewal for July 1, 2023, through June 30, 2024, with a total payment limit of $1,135,646. Approval of this amendment will allow the continuation of 191 program slots for Head Start and Early Head Start services to program eligible children and families in Contra Costa County.

 

CHILDREN'S IMPACT STATEMENT:

 

The Employment and Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If not approved, the County will not be able to support Contractor’s obligation to the children they serve. YMCA will not have the adequate funds to provide quality services with the currently enrolled children in Head Start or Early Head Start program.
