RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-704 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $870,000, to provide housing and case management and property management services to adults and families eligible for Mental Health Services Act (MHSA) housing and are referred by the County for the period from March 15, 2024 through June 30, 2026.
FISCAL IMPACT:
This contract will result in budgeted expenditures in an amount of $870,000 and is funded 100% by MHSA funds.
BACKGROUND:
This Contract meets the social needs of the county’s population by providing housing options to support adults and families who are eligible for services under MHSA. This contractor will provide up to 10 housing units for adults and families who have been assessed and referred for services by the Behavioral Health Services Division (BHSD). This contractor’s services also include case management and property management to assist in housing stability plan development, supportive services referrals, housing placement, lease management, rent collection, unit inspections, maintenance support, and landlord relations.
This contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. BHSD Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. This contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. This contractor was approved by the Public Works Department’s Purchasing Division on November 6, 2023.
Under new Contract #74-704, Contractor will provide housing and case management and property management through June 30, 2026. This new contract is retroactive due to housing units becoming available to the County and the urgency to occupy them with eligible adults and families in the Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County residents and families who are homeless or at risk of becoming homeless will not have access to contractor’s housing services.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
