RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-117-3 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $333,000, to provide housing support services to residents in Continuum of Care (CoC) Permanent Supportive Housing (PSH) programs in Contra Costa County for the period July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
Approval of this Contract will result in contractual expenditures up to $333,000 as budgeted by the department for FY 2026-2027 and will be funded 100% by Measure X funds.
BACKGROUND:
This Contract meets the social needs of County’s population by providing housing support services to residents in CoC PSH programs. Program services include, but are not limited to, assistance with financial planning, life skills, credit repair, food shopping and food access, education and training, employment and benefits, health care access, substance abuse treatment access, childcare access, and mental health counseling. Contractor has been providing supportive housing services under this contract since July 2023.
This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld. The request for proposals (RFP) was posted on September 24, 2025, and closed on October 31, 2025. Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions) was selected through the RFP process on March 27, 2026.
On August 13, 2024, the Board of Supervisors approved Contract #25-117-1 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), in an amount not to exceed $395,000 for the provision of housing support services to residents in CoC PSH programs in Contra Costa County, for the period July 1, 2024 through June 30, 2025.
On June 10, 2025, the Board of Supervisors approved Contract Amendment/Extension #25-117-2 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), effective June 1, 2025, to increase the payment limit to an amount not to exceed $601,000, and to extend the term through June 30, 2026, for additional housing support services for residents in CoC PSH program in Contra Costa County.
Approval of Contract #25-117-3 will allow the Contractor to provide housing support services through June 30, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, individuals needing supportive housing will not have access to Contractor’s services and may remain or become homeless.
