Report Title: Transportation Vouchers for Contra Costa Central County Adult Behavioral Health Services

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase on behalf of the Health Services Director, up to 600 Central Contra Costa Transit Authority (County Connection) bus transportation vouchers each with a $2.50 value for a total amount not to exceed $1,500 individuals receiving services, treatment and/or support at the Contra Costa Central County Adult Behavioral Health clinic.
FISCAL IMPACT:
This $1,500 expenditure will be funded by the Contra Costa Central County Adult Behavioral Health clinic. There is no impact to the County General Fund.
BACKGROUND:
The Central County Adult Behavioral Health clinic serves a culturally diverse community including Medicaid qualified, low-income and unhoused individuals. The clinic provides services and support to adults and young adults struggling with severe and persistent mental illness and/or co-occurring disorders including substance use disorders. The clinic provides collaborative-care treatment.
Care teams include psychiatrists, clinicians, case managers and peer support staff. Services provided include mental health services, suicide prevention, case management, transportation assistance, and regular and intensive outpatient treatment. Additional support includes housing services, assistance with obtaining social services, mentor/peer support, group counseling (individual, group, and family), employment counseling/training and recovery coaches. The clinic also provides psychiatric services, assessment and evaluation, medical support and medication evaluation/management.
The Central Contra Costa County Transit Authority provides transportation bus services for those individuals to and from their behavioral health appointments at the clinic. To ensure transportation services and access to services, care and support at the clinic, these individuals will need the transportation vouchers. Approval of this purchase will support individuals accessing necessary mental health services and support provided by this clinic.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, there will be no transportation bus vouchers available to individuals, limiting access to mental health services, treatment and support for those who wish to seek services or who are currently receiving services from the Central County Adult Behavioral Health clinic but do not have the means or funds to go to and from the clinic.
