Report Title: Approve Design-Build Procurement for the CEC Government Fleet EVSE Projects

RECOMMENDATIONS:
AUTHORIZE the use of design build procurement in accordance with Public Contract Code Section 22164 for the California Energy Commission (CEC) Government Fleet Energy Vehicle Supply Equipment (EVSE) Projects located at fourteen different sites.

APPROVE the criteria documents, including the concept design and specifications, for the above project.
AUTHORIZE the Public Works Director, or designee, to solicit design build proposals to be received on or about April 23, 2026, and issue Request for Proposal (RFP) addenda, as needed, for clarification of RFP documents, provided the changes do not significantly increase the construction cost estimate.
FISCAL IMPACT:
This project was funded by the CEC Grant Funding Opportunity (GFO) 23-606. All installed (EVSE) must meet design requirements and specifications listed in that GFO. The established contract sum (Fixed Project Price), including Design-Build design and construction costs and Owner Allowances, for all sites for base bid is $5,304,875. Of this amount, $3,644,000 (68.69%) California Energy Commission Government Fleet Electric Vehicle Supply Equipment Projects, (31.31%) Measure X Sustainability Fund.
BACKGROUND:
Contra Costa County is implementing a grant-funded Electric Vehicle (EV) charging program comprising 158 Level 2 and 20 Direct Current Fast-Charging (DCFC) ports. The goal of the project is to serve the County's fleet vehicles, with limited access for other users, such as County employees and city government fleets, authorized on a site-by-site basis.
The County seeks proposals from prequalified firms to design and build the Electric Vehicle Supply Equipment and Infrastructure (Project) at fourteen (14) different County-owned or leased sites, to serve the County's current and future EV Fleet. This project aligns with county goals to achieve carbon neutrality for government operations.
The project's key objectives are:
• Implement critical EV charging infrastructure county wide to support fleet electrification.
• Strategic deployment of direct current fast charging at key sites.
• Implement County standardization for equipment and access to charging to different user groups to support long-term operations and maintenance.
• Possible installation of Battery Energy System integration at selected sites to support emergency services and operations.
• Comply with all California Energy Commission (CEC) grant requirements.
Four potential design-build entities (DBEs) have been selected for the project through a competitive, qualifications-based selection process. On September 10, 2025, the Public Works Department published a Request for Qualifications (RFQ) soliciting Statements of Qualifications (SOQs) from interested DBEs. Thirteen SOQs were received. A selection committee comprised of County staff reviewed, scored and ranked the submittals. The four highest ranking DBEs have been shortlisted. With Board approval, Public Works will invite the shortlisted DBEs to submit proposals for design and construction services to complete the project.
Construction is expected to be completed by Fall of 2027.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors approval, the CEC Government Fleet EVSE Projects will not be built, the $3,644,000 CEC grant opportunity will be lost, and the County’s ability to support its growing electric fleet and achieve its carbon reduction goals will be delayed.
