RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee to execute on behalf of the County Amendment Agreement #29-533-7 (State #22-20098, A01) with the Department of Health Care Services, to update terms and conditions for continuation of mental health services to Medi-Cal eligible residents of Contra Costa County, with no change in the term of July 1, 2022 through June 30, 2027.
FISCAL IMPACT:
The County will be paid for services in accordance with Chapter 3, Part 2, Division 5 of the Welfare and Institutions Code along with Sections 5600, 5750, 5650 and Government Code Sections 11138, 14705, and 14718. No County match is required.
BACKGROUND:
On November 1, 2022, the Board of Supervisors approved Standard Agreement #29-533-6 with the Department of Health Care Services for the provision of Managed Mental Health Care for Medi-Cal eligible resident of Contra Costa County through June 30, 2027, which included agreeing to indemnify and hold the State harmless for claims arising out of the County’s performance under the Agreement. The County has been contracting with the State for these services since 2012.
The goal of the managed care project is to provide covered mental health services, including medication support, day treatment intensive, day rehabilitation, crisis intervention, crisis stabilization, adult residential treatment, crisis residential, psychiatric health facility and targeted case management services. Covered mental health services include psychiatric inpatient treatment and early periodic screening, diagnosis and treatment (EPSDT) supplemental specialty mental health services.
In order to comply with modifications to the terms and conditions of the agreement as determine by Department of Health Care Servies, the State is amending the prior contract with no change in the amount payable to the County or term through June 30, 2027. Approval of Standard Agreement #29-533-7 will allow the County to continue to receive funds to support Managed Mental Health Care to ensure continuity of specialty mental health services to Medi-Cal eligible residents in Contra Costa County.
This amendment was received by the State in February 2024, however, the Behavioral Health Division staff did not process this agreement in a timely manner.
CONSEQUENCE OF NEGATIVE ACTION:
If the Amendment are not approved, the County will not be able to continue providing managed mental health care services to Medi-Cal eligible residents of Contra Costa County.
