RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26376 to add the following twenty-eight (28) positions in the Employment and Human Services Department:
• One (1) Comprehensive Services Manager- Project (9MS3) (unrepresented) position at salary plan and grade C85-1454 ($6,620.78 - $8,047.60)
• One (1) Comprehensive Services Assistant Manager-Project (9MS7) (unrepresented) position at salary plan and grade C85-1208 ($5,189.52 - $6,307.89)
• Ten (10) Intermediate Clerk - Project (99J3) (represented) positions at salary plan and grade QH5-0946 ($4,213.17 - $5,227.45)
• Three (3) Administrative Services Assistant III (APTA) (represented) positions at salary plan and grade ZB5-1631 ($7,885.95 - $9,585.42)
• One (1) Administrative Services Assistant II (APVA) (represented) position at salary plan and grade ZB5-1475 ($6,757.28 - $8,213.52)
• One (1) Environmental Services Supervisor (1WHB) (represented) position at salary plan and grade ZA5-1136 ($5,494.24 - $6,678.29)
• Two (2) Institutional Services Worker - Lead (1KVF) (represented) positions at salary plan and grade TB5-1258 ($6,071.18)

FISCAL IMPACT:
Approval of this action will not result in additional County General Fund Cost. The cost increase is $2,986,862 annually, and $1,493,439 for FY 24-25, which and will be funded by 0% County, 56% Federal, and 44% State funds. These positions are already budgeted in the current fiscal year 24-25.
BACKGROUND:
On August 16, 2024, the Administration for Children and Families issued an award for the Head Start grant 09CH012839 in the amount of $20,356,394. On March 19, 2024 (D. 4), the Board of Supervisors approved the submission of the grant application which included new positions for purposes of enhancing program quality in alignment with Head Start Program Performance Standards.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not have the necessary staffing levels to meet enrollment mandates which could jeopardize successful grant implementation and future grant awards.
