RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-578-10 with Oxford House, Inc., a non-profit corporation, in an amount not to exceed $321,837, to provide alcohol and drug abuse prevention and treatment services in order to assist residents maintain an alcohol-free and drug-free lifestyle and transition back into the community and access to recovery residences living facilities, for the period July 1, 2025 through June 30, 2026.

 

FISCAL IMPACT:

Approval of this Contract will result in budgeted expenditures of up to $321,837 and will be funded by 25% Substance Abuse Prevention and Treatment Discretionary Fund; 36% Opioid Settlement Funds; 36% Residential Substance Abuse Treatment Program revenues and 3% Assembly Bill 109.

 

BACKGROUND:

The County has been contracting with Oxford House, Inc., since October 2018 to provide alcohol and drug abuse prevention and treatment services in order to assist residents maintain an alcohol-free and drug-free lifestyle and transition back into the community and access to recovery residences living facilities

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Per Administrative Bulletin 600.3, the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times.

 

On July 23, 2024, the Board of Supervisors approved Contract #74-578-8 with Oxford House, Inc., in an amount not to exceed $307,457, to provide alcohol and drug abuse prevention and treatment services in order to assist residents maintain an alcohol-free and drug-free lifestyle and transition back into the community and access to recovery residences living facilities, for the period July 1, 2024 through June 30, 2025.

 

Approval of Contract #74-578-10 will allow the Contractor to continue providing services through June 30, 2026. The delay of this Contract was due to ongoing budget and rate negotiations between the Division and the Contractor.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, individuals will not receive alcohol and drug prevention and treatment services they need to maintain sobriety and reduce risk factors.
