Report Title: Purchase Order with ePlus Technology, Inc.
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with ePlus Technology, Inc., a third-party reseller, for the purchase of Rubrik software and support used in the storage of backup data for recovery purposes, subject to Rubrik, Inc.’s end user license agreement, in an amount not to exceed $420,000 for the period of September 1, 2026, through August 31, 2027.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 26-27 budget (100% User Departments).
BACKGROUND:
The Department of Information Technology, Technology and Management Division, seeks to renew Rubrik’s licensing and support services to enhance the performance, reliability, and cost-effectiveness of backup storage appliances related to the County’s enterprise backup and data-management infrastructure for several IT departments within the County.
Rubrik is a cyber-resilient, data-secure platform that enables the County to quickly recover from ransomware, accidental deletion, hardware failures, and other disruptions. The Rubrik hardware continues to provide strong ransomware protection, rapid recovery, support for security compliance requirements, and simplified management.
This renewal will enable the County to continue to maintain a true enterprise-level platform that supports numerous County departments at a significantly lower cost than replacing existing server hardware on a like-for-like basis. These benefits include increased stability and reliability, strengthened data protection with replication to reduce the risk of data loss, and standardized server deployment, patching, and maintenance practices. Additionally, this renewal will reduce the labor required to provision server and storage resources.
The purchase will be made through a NASPO cooperative purchasing agreement which was approved by the Board of Supervisors on May 13, 2025. This procurement vehicle allows the County to leverage competitively bid state cooperative contracts while ensuring compliance with public contracting requirements.
Rubrik Inc.’s end user license agreement includes an indemnification provision from the County to Rubrik for damages related to any claim related to the negligence or willful misconduct of the County, as well as a limitation of liability that capping liability at the amount of fees paid in the 12 months prior to the claim arising.
CONSEQUENCE OF NEGATIVE ACTION:
If this is not renewed, the County could be at risk of not meeting standards for performance, reliability, and cost effectiveness.
