IN THE MATTER OF RESOLUTION NO. XXXX

 

WHEREAS, Marilyn Franklin began her career with Contra Costa County as an Eligibility Worker for Employment and Human Services in 1995 where she ascended to the role of Eligibility Supervisor while pursuing her BA in Human Development; 

 

WHEREAS, Dr. Franklin pursued her interest in working with families and assumed a position as Social Casework Specialist at Child and Family Services where she responded to families in crisis and helped them mitigate immediate crises and make plans for reaching their long term goals. All the while, Dr. Franklin continued to pursue her education and gained a master’s degree in social work;

 

WHEREAS, Dr. Franklin moved over to Behavioral Health Services in 2012, where she embarked on a career as a mental health clinician, providing trauma-focused psychotherapy, crisis intervention, and Wraparound services. Working on her licensure as a Licensed Clinical Social Worker (LCSW) she soon took on a leadership role within her team and started coaching unlicensed clinicians;

 

WHEREAS, Dr Franklin took her education to the next level by studying clinical psychology and graduating from her program with a doctoral degree;

 

WHEREAS, Dr Franklin applied her clinical experience and expertise to providing stellar services to her client families and mentoring junior team members, resulting in promotions to Program Supervisor (in 2019) and Program Manager (in 2021);

 

WHEREAS, staff celebrate Dr. Franklin’s dedication to Contra Costa families. Dr. Franklin has been a passionate advocate for families and a skilled clinician who has been able to partner with children, adolescents, and families to achieve their goals;

 

WHEREAS, Dr. Franklin is a true team player who can always be counted on to help and fill in wherever she is needed. More than once, Dr. Franklin has overseen multiple programs; and

 

WHEREAS, Dr. Franklin has gained respect and affection from her staff as a leader who leads by example, who knows to inspire, who supports her employees, and who is also able to hold staff accountable to the mission and objectives of her department.

 

NOW, THEREFORE, BE IT RESOLVED: that the Contra Costa County Board of Supervisors congratulate and thank Dr. Franklin for her 30 years of dedicated services.
